Many Social Security members misunderstand maternity benefit. The following questions aim to give clarification to all doubts, myths and questions by contributors to the fund of the Social Security System.   1. What is maternity benefit? – Basically, it is one of the membership priviledges for women who is soon to bear a child. According to the official website of the SSS; “the maternity benefit is equivalent to 100 per cent of the member’s average daily salary credit multiplied by 60 days for normal delivery or miscarriage, 78 days for caesarean section delivery.”
  2. How many months does a member have to pay to qualify to avail the maternity benefit? – Any member is eligible for the SSS Maternity Benefit if you have paid at least 3 monthly contributions within the 12 months immediately BEFORE your Semester of Delivery/Contingency (childbirth or miscarriage).
  3. Is SSS maternity benefit a type of loan? – No it is not. The SSS Maternity Benefit is a voluntary or priority benefit (free of charge) given to qualified women members regardless of their marital status. It does not have any impact in a member’s loan program availment eligibility or balances.
  4. How to apply for SSS maternity benefit? – A member looking to avail of this benefit needs to submit the maternity notification form as a first step. You may download a copy here.
  5. What are the requirements to submit? – Documents needed are: UMID (if you do not have one yet, visit our page for the list of UMID requirements) or SSS biometrics ID card or 2 valid IDs (both with the same signature and at least 1 with photo and date of birth. Lastly, you need to submit the proof of pregnancy (this is also your ultrasound report)
  6. How to file for maternity notification online? – In lieu of the current Covid-19 pandemic, the SSS advise is to utilize their member e-services or online facility. To do this, aside from the Text-SSS facility, maternity notifications can be done online thru the My. SSS portal by visiting the official SSS website here – sss.gov.ph. Members will be asked to provide information such as expected date of delivery, number of delivery, and date of last delivery or miscarriage. Be sure to be ready to provide these details to avoid inconvenience.
  7. Where to submit SSS maternity notification – After filling up the form, For Employees and Employers: As soon as a member becomes pregnant, she must immediately notify her employer of such pregnancy and the probable date of her childbirth at least 60 days from the date of conception by accomplishing the SSS Maternity Notification Form and by submitting proof of pregnancy. The member must make sure that the employer notifies the SSS through the submission of the maternity notification form and proof of pregnancy. This submission is done immediately after the receipt of the notification from the employee member. Another option aside from posted guide on online trasaction. Notification may be made over the counter at any SSS branch, or online through the SSS Website (www.sss.gov.ph). The employer or registering member must have an online registered user account to do this. If you are an Unemployed, Self-employed or Voluntary Members, you will be obliged to notify the SSS directly. If the employee fails to notify the employer, or the SSS, in the case of an unemployed, self-employed or voluntarily paying member, the maternity benefit application may be denied.
  8. How many days leave credit is maximum paid by the SSS for maternity benefit? – To get the leave credits, divide the total monthly salary credit by 180 days to get the average daily salary credit. This is equivalent to the daily maternity allowance. Multiply the daily maternity allowance by 60 (for normal delivery or miscarriage) or 78 days (for caesarean section delivery) to get the total amount of maternity benefit.
  9. How to check SSS maternity claim online? – Verification of status of claim may be made thru the SSS Website at www.sss.gov.ph or contact our Call Center at 920-6446 to 55.
  10. What is Mat 2 SSS form? – Maternity notification duly stamped received by the SSS prior to the date of childbirth/miscarriage. 2. The member must have paid at least three monthly contributions within the 12 month period immediately preceding the. semester of childbirth or miscarriage.
  11. How many pregnancies are covered by the SSS maternity benefit? – There is no limit to the number of times the benefit can be availed for childbirth or miscarriages, unlike before, where SSS only pays up to four (4). The maternity benefit shall only be paid once for every delivery or pregnancy regardless of the number of babies.
  12. How to know if SSS maternity benefit is approved? – Verification of status of claim may be made thru the SSS Website at www.sss.gov.ph or contact the Social Security System Call Center hotline number at 920-6446 to 55.
  13. What is SSS employer code for use in maternity benefit claims? – This is the registration issued by SSSEmployer Branch Code The default code is “000”. Date of Coverage Click on the month, day, and year. Date of coverage can be found on the Registration Plate or in the SS Form R-1 (Employer Registration Form).

SSS Maternity Benefit Reimbursement

  1. How does maternity benefit reimbursement work? – In order to apply for reimbursement, For Employed Members: submit maternity notification form duly stamped and received by the SSS (you may download the reimbursement form here) / UMID or SSS biometrics ID card or 2 other valid IDs (both must have signature appearing in it and at least 1 of the IDs must have a picture or photo and date of birth. To ensure receipt of benefits by members, authorized company representatives who file maternity benefit claim must present the member’s SSS digitized ID or E-6 acknowledgement stub with two valid IDs (at least one with photo). This requirement is in addition to the presentation by the company representative’s own SSS digitized ID and blue-card. For Separated Members: submit maternity reimbursement form / certification from employer showing effective date of separation from employment or notice of company’s closure or strike or certification from the Department of Labor and Employment (DOLE) that the employer has a pending labor case / certification that no advance payment was granted (if confinement days applied for are within or prior to separation) / UMID or SSS biometrics ID card or 2 other valid IDs (both must have signature appearing in it and at least 1 of the IDs must have a picture or photo and date of birth. For Self-Employed /Voluntary Members: submit maternity notification form duly stamped and received by the SSS / maternity reimbursement form / UMID or SSS biometrics ID card or 2 other valid IDs (both must have signature appearing in it and at least 1 of the IDs must have a picture or photo and date of birth.

Requirements for Availment of SSS Maternity Benefit

Normal delivery – certified true or authenticated copy of duly registered birth certificate. In case the child dies or is a stillborn, duly registered death or fetal death certificate.

Caesarean delivery – certified or authenticated copy of duly registered birth certificate and certified true copy of operating room record/surgical memorandum.

Miscarriage or abortion – obstetrical history stating the number of pregnancy certified by the attending physician and dilatation and curettage (D&C) report for incomplete abortion, pregnancy test before and after abortion with age of gestation and hystopath report for complete abortion.

  1. Filing Procedure

Claims may be filed at the nearest SSS office. However, processing will be done at the branch where the employer and employee records are based.

Please refer to the maternity reimbursement form instructions on page 4 for complete and incomplete miscarriage as well as ectopic pregnancy and hydatidiform mole cases. It is listed there so please be guided accordingly.

Reminder:

Full amount of the maternity benefit shall be advanced by the employer within 30 days from the date of filing maternity leave application.

Verification of status of claim may be made thru online e-service at the official SSS website at sss.gov.ph or contact the Social Secu8rity call center at 920-6446 – 55.

Maternity notification is not required if the member delivered/was confined in a hospital duly licensed by the Department of Health

In filling up forms, always indicate N/A or “Not Applicable” if data being required is not applicable.

If there are any alterations on the form, be sure to affix initials with signature

All supporting documents submitted must bear SS number and complete name of member.

For deliveries, miscarraiges that happened abroad, documents issued by foreign country should be presented with English translation and duly authenticated by the Philippines Embassy / Consulate Office or duly notarized by notary public in host country.

SSS Maternity Benefit Computation

The maternity benefit is equivalent to 100 per cent of the member’s average daily salary credit multiplied by 60 days for normal delivery or miscarriage, 78 days for caesarean section delivery.

  1. Exclude the semester of contingency (delivery or miscarriage).

        A semester refers to two consecutive quarters ending in the quarter of sickness.
        A quarter refers to three consecutive months ending March, June, September or December.
  2. Count 12 months backwards starting from the month immediately before the semester of contingency.
  3. Identify the six highest monthly salary credits within the 12-month period. Monthly salary credit salary credit means the compensation base for contributions and benefits related to the total earnings for the month. (The maximum covered earnings or compensation is P16,000 effective January 1, 2014). Please refer to the table below.
  4. Add the six highest monthly salary credits to get the total monthly salary credit.
  5. Divide the total monthly salary credit by 180 days to get the average daily salary credit. This is equivalent to the daily maternity allowance.
  6. Multiply the daily maternity allowance by 60 (for normal delivery or miscarriage) or 78 days (for caesarean section delivery) to get the total amount of maternity benefit.

Sample Computation of SSS Maternity Benefit

Sample Computation: Let us say that an SSS member gives birth in December 2013.

  1. The semester of contingency would be from July 2013 to December 2013.
  2. The 12-month period before the semester of contingency would be from July 2012 to June 2013.
  3. Let us assume that the six highest monthly salary credits are P15,000 each. Thus, the total monthly salary credit would be P90,000 (P15, 000 x 6).
  4. The daily maternity allowance would be P500 (P90,000/180).
  5. The total maternity benefit due would be P30,000 (P500 x 60 days) for normal delivery/miscarriage/ectopic pregnancy not requiring operation, or P39,000 (P500 x 78) for caesarian cases or ectopic pregnancy requiring operation.

Important Things to Remember for Maternity Benefit Application and Claims

  • The maternity benefit shall be paid only for the first four (4) deliveries or miscarriages starting May 24, 1997 when the Social Security Act of 1997 (RA8282) took effect.
  • For employed members, the benefit is advanced by the employer to the qualified employee, in full, within 30 days from the date of filing of the maternity leave application. The SSS, in turn, shall immediately reimburse the employer 100 percent of the amount of maternity benefit advanced to the female employee upon receipt of satisfactory proof of such payment and legality thereof.
  • If the employee member gives birth or suffers miscarriage without the required contributions having been remitted by the employer, or the employer fails to notify the SSS, the employer will be required to pay to the SSS damages equivalent to the benefits the employee would otherwise have been entitled to.
  • For separated/voluntary/self-employed members, the amount of benefit is paid directly to them by the SSS.
  • A female member cannot claim for sickness benefit for a period of 60 days for normal delivery or miscarriage or 78 days for caesarean delivery within which she has been paid the maternity benefit. As a rule, no member can be entitled to two benefits for the same period.

    Hi, does SSS accept electronic signatures for MAT forms?

      I think electronic signature is not acceptable in my opinion. Reason is because these days, it is very easy to download a form and sign it personally even if you are in other countries. Sending documents is also very easy.

    Hi po good noon. Tanong ko lang po if pwede bang ecorrect yung number of days na makiclaim ko sa matben ko po? 60 days lang kasi nilagay ng employer ko po na dapat 105 days ..

My sister was instructed to send email so she can be scheduled for submission of her requirements for the maternity benefit. Sss is not respondin until now. She is unemployed and needs that benefit.
